Background information on INTERREG
 
The Regions for Sustainable Change (RSC) project will be implemented by a partnership of 12 regions and organisations that will work together to develop the potential of regional development programmes to stimulate the mitigation of and adaptation to climate change, contributing to more sustainable socio-economic development. The project also aims at promoting an EU-wide shift to climate friendly economies.
 
Project duration: October 1, 2008 to September 30, 2011
 
Role of the REC
 
The REC will be the lead partner responsible for the administrative and financial management of the project. The REC will also take overall responsibility for the strategic leadership and management of the project and the implementation of activities. The project partners, in cooperation, will participate in and advise on the work and lead some tasks. The project (and the work of the REC and the project team) will be governed by a steering group comprising one representative per partner.
 
The day-to-day management of the project will be carried out by a project team comprising a project coordinator (PC) and administrative manager and will be guided by the REC’s senior experts on environmental financing and climate change. The team will be supported by a financial manager (FM), who will be part of the REC’s Finance Department.
 
General responsibilities
 
The PC will be responsible for coordinating the project through timely implementation of activities in accordance with the agreed project documentation. He/she will ensure the fair and balanced participation of all the partners and will resolve, with the support of the full project team, any conflicts which may arise. The PC will supervise the administrative manager and project subcontractors and will be in charge of implementing the RSC project with a budget of 2.1 MEUR. Specific responsibilities will include:
  • managing contacts with the Joint Technical Secretariat of the INTERREG IVC Managing Authority;
  • working with the RSC administrative manager, steering group, REC project team members and project partners to ensure effective and efficient project implementation in accordance with the tasks and work plan set forth in the project application form;
  • monitoring and controlling, in close coordination with the financial manager, all financial flows associated with the project to ensure compliance with the financial management rules and requirements of the REC, partners and funders;
  • supervising the RSC administrative manager and any subcontractors required by the RSC project to deliver agreed project outcomes;
  • securing the effective participation of REC staff and other partners to deliver agreed project outcomes;
  • developing, agreeing on and implementing project management processes and procedures covering administration, financial management, communication and co-ordination.
 
Experience and skill level required
 
  • Excellent written and oral English.
  • At least 7 years of professional experience.
  • Excellent knowledge of European regional policy and structural funds.
  • Knowledge of the linkages between climate change and low carbon economy issues, and national and regional economic development.
  • A track record in implementing European international projects involving several partners.
  • Ability to lead, develop and support staff to meet challenging and complex objectives.
  • Good communication (written and verbal) and interpersonal skills with a view to achieving concrete results.
  • Ability to travel frequently.
 
Education
 
University degree in a relevant field, preferably environmental policy. A degree and/or additional qualification in environmental economics and/or environmental sciences would be an asset.
 
This full-time position is based at the REC’s head office in Szentendre, Hungary (20 km north of the Hungarian capital, Budapest).

The administrative manager will assist the RSC project coordinator in the effective and timely implementation of the RSC project. The specific activities will include:
 
  • working with the RSC project coordinator, steering committee, REC project team members and project partners to ensure effective and efficient project implementation;
  • coordinating with the component leader on project communication and dissemination and on the development of a communications strategy for the project, including promotional material, website etc.;
  • acting as a point of co-ordination for the project team, partners, funders and wider stakeholders to ensure timely and efficient provision of information in relation to the RSC project;
  • organising and co-ordinating the programme of seminars, meetings and workshops associated with the RSC project;
  • working with the RSC project coordinator to produce and disseminate reports and papers associated with the RSC project;
  • assist the RSC project coordinator with other project-related duties and tasks as required.
 
Experience and skill level required
 
  • Excellent written and oral English.
  • Office management skills.
  • Good communication (written and verbal) and interpersonal skills.
  • Knowledge of European regional policy, structural funds and regional economic development.
  • Experience in project management, preferably of European international projects.
 
 
Education
 
University degree in a relevant field, preferably environmental policy, although relevant experience may be considered in lieu of a university degree.
 
Location
